Fault code P0410 continued 900

located AIR pump EGR relay and fuse under the hood both tested good. Any ideas as to why the AIR pump is not activating? The vacume line to the EGR valve goes to a electric controlled vacume switch could this be the problem or would a faulty EGR valve cause the pump to not activate. I really need to solv this problem as it will not pas emission testing if the check engine light is on. I have cleared the code and it keeps comming back.
