Why Such A Big difference In MPG ??? 200

Hello. For the past month or two my '86 sedan stick shift with 187,000 miles on it has been getting very good mpg at highway/fast non stop driving speeds (29mpg) but at local/around town/stop & start driving speeds I am getting bad mpg(22 mpg). I do realize that higher speed/fast versus local driving their would naturally be a difference. However seems 7mpg is a big difference. Also I used to get 24 to 25mpg with local driving. What happened ? What should I check and adjust or replace to help remedy this matter ? Thanks in advance for suggestions, advice, help.
