I am going to try the aluminum foil trick. I'm not unhappy with the instrument illumination in my '89 but what the hey. Every little bit helps. My '80 242 is another story. Three 2W lamps should equal the same amount of lighting as two 3W lamps but the Halogen bulbs in the later cars must be the difference. There is also the diffuser material which must diminish the brightness somewhat. I'd remove it but others have said it makes the light pool. All of this causes the '80 cluster to be very dimly lit and that's with the rheostat bypass. Not to mention the reflectors are much smaller than in the later cars. By my calculation there is less area than a postage stamp for each one. The foil should definitely provide some improvement. Great idea.
