There is a microswitch on the side of the AC switch (more inside) 200 1989

it is on the left side of the rotary switch behind one of the removable blanks. It keeps the fan on when the switch is rotated clockwise i.e. on. As the others have said if the knob is not all the way left it will stay on.

That being said the little metal tab which activates the microswitch can get worn/break is such a way that no matter what you do with the knob the fan will still run. This was the case on my '88, I taped the microswitch down so it was always off, (it's a normally closed switch) just remember to turn the fan on when the AC is on.
