Even if Bob balanced the load using LED lamps, those coils and reed switches in the warning sensor are chosen for the incandescent current expected. While the warning light won't come on when balanced, it might be useless at detecting a missing lamp, depending on how efficient those LED clusters are.
I agree with your other point - the sensor is designed to detect and warn of lamp failure, filament burnout. The LED life doesn't warrant that, but the practical reality in 244 cars is the bulk of bulb failure warnings are not bulb failures, but problems with the various contact resistances encountered getting current to those bulbs.
