Have you adjusted the jet heights?
Find the big nut on the bottom of the carb - it has a large spring acting against it. Wind it up all the way, counting the turns. Do the same with the front carb. Initial setting is two turns (twelve flats of the hex) down. You may find one is different from the other.
If you have some fuel spilling from the rear float chamber, it might be the level, it might be the valve.
If the mixture adjustment has no effect, and the level and valve are OK you may have a damaged fuel needle, or an oval jet orifice.
Try the simple stuff first. And make sure the choke lever is returning to the off position.
