Sure it can. Once you get the plastic cowl off (pull the wheel, and remove the screws holding the cowl to the wheel tube flange - maybe loosen the turnsignal indicator so you can maneuver the cowl over both the wheel shaft and the indicator stalk)) you'll see a cast boss on the inside on the cowl indicating where to to drill the hole for the OD stalk.
