Rust is the problem.Try screw-loose/diesel oil,and boil it out with propane torch,several times.
Shield brake surfaces from any oils.
DO NOT use WD-40 around rotors or pads,or they will never work.DMSO[the active ingredient], is invasive to metal surfaces,and nothing will EVER stick to the metal again.
