"The main large nut( the bung nut) can be remove with a brass drift (punch) and I stress BRASS."

COPPER is equally safe and may be easier to come by than brass. Just hammer the end of a length of 1/2" copper plumbing pipe flat, then angle it a little for a better bite on the bung ring notches.

That said, I doubt the idle problem source is in the tank. BC has covered the subject very well.
