True, all of it. Fuse 4 only disconnects the tank pump and the O2 heater - that's it. Even if both pumps would be disconnected while idling, the motor would stall lean before all the rail pressure was relieved. It turns out there are many more literate armchair mechs, including some writing the books, than literate experienced ones.
