"there is power to the driver's window switches ..."

The switches may be on a different circuit from the motors. If all the windows stopped working at the same time, check your fuse box again. Make sure the wire that feeds the fuse you replaced is fully on the spade connector next to the fuse. I had some trouble with mine falling off. I hope it's that easy. If not, look for corrosion on that spade connection and the fuse slot as well.
