Very poor fuel economy! Help!

Thanks for your help!

I have a new Oxygen sensor to install. Have just installed new plug wires. Then basic tune up stuff will be complete. Have checked FPR. I just dont think any of these things can cause such an enormous amount fuel economy difference... Other cars these tune up things usually cause 2 or 3 MPG difference. I get 15 MPG at all speeds all highway and all city driving conditions.
