How do you remove rounded off bolt? 200 1990

If you can get a straight shot at it, try tapping it with a punch/hammer several times. This will often loosen a tight bolt.
Otherwise the easiest way I have found is to use vice grips and tighten down on the rounded bolt head as tightly as you can, then use it as a wrench handle.
A small pipe wrench tightens as you apply torque but access may be your biggest problem
