mounting Fog Lights onto a 90 740t 700

I got Fog Lights for Penguin Day (instead of Christmas), so YAY! I live in one of few places that have fog light 1ft. off the ground and have been wanting fog lights forever.

My 90 740 turbo has the new style front valence/air dam and no pre-cut spaces for fog lights. I don't really know how to mount them now. The wiring I've got down, but the mounts are a problem. I know I'm going to have to cut at least a bit of the valence material because the valence is totally not going to work as a place to mount them. (duh)

1) Do the volvo mounts work with this year? (If so, where do they attach?)
2) Where is a good place to attach them? I'm thinking the cross brace behind the bumper, but haven't looked carefully yet.
As for the brackets, I had only thought of fabricating some by hand out of steel reinforcement straps for wood beams.

Any suggestions would rock,
