Power antenna question 200

Just installed a Volvo factory power antenna on one of my 240's. It seems to work good only going up when the radio is on. If you put the CD player on or shut the radio off it goes down. Just wondering what the correct height is when its in the raised position. It's somewhere around 15" or so. Maybe this is right but I expected it to go higher.
