I forgot to also point out that your own observations support my remarks. In offering that, "...On wet roads, I can get the ABS to trigger with full brake pedal, but not on dry roads...", you see again that the obviously lower traction of wet roads enables the brakes to overwhelm the grip of the tires, but the higher traction of the tires on dry pavement is just too strong a grip!
