The failure mode for my bulb-out relay was that the bulbs failed to light at all. In my case, it was the headlight low beams.
If you have an Ohm meter, check the resistance to ground on each of the low beam wires (light blue wires?? It was only a month ago and I have already forgotten the color) at the relay socket to see if they match. A poor headlight ground could be your problem, and bypassing the relay won't solve that.
When mine failed, I did bypass the headlight circuit in the relay. I figure I can tell when a headlight burns out without a warning light to tell me.
