IAC 700

How can I be sure IAC is defective? Car would not idle. I took IAC apart and cleaned it. Car now idles at 2000 rpm. Resistance is approximately 40 ohms between outside pins and 20 ohms between center pin and either outside pin, for all possible six combinations. There is movement when I connect the center pin to positive and ground either outside pin, but weak, not so hard and fast that it would knock the IAC out of my hand as I remember from a few years ago. Again, how can I be sure IAC is defective?
