'98 S90 key remote not working S90-V90

newbie owner, just got the car on Friday.

and no, it's not the batteries. just bought 2 new lith-ion batteries which looked JUST like the ones already in the remote.

i clicked it about 2 dozen times today, and the unlocked button worked once. is this just a busted remote? or is it usually something much more serious? if it is a bad remote, where can i source one easily? besides ebay? can the remotes be re-programed? (because the Mercedes ones I used to have can not...)
