I have/had this issue with my Alternator. New Bushings didn't help either. On my Alternator, holes in the Alternator for the lower Pivot Bolt are Oval shaped from wear.
I do not rely on the tension bolt to tighten up the Alternator, I actually lean on the alternator to make it align with the waterpump as I tighten the Lower bolt. It's a bit of a hassle but it works. You may want to try that with the PS pump.
They squeal real nice when they are misaligned , don't they?
