Speedo Inoperative

Hi again all,
I have a 91 940 GLE with an inoperative speedo. It never works. Nor does the odometer.
And I get an ABS light. I suspect the ABS light comes on because of the speedo not working.
But here is the funky thing. Sometimes when I start the car. The speedo jumps up to 70 MPH and stays there.
Any thoughts about this? Where do I begin to check?
