240 Headlamp lag when cold

I'll try posting this again, last time I wasn't lucky enough to receive any responses from you Volvo guru's out there :-)

1985 240 DL, when it is cold out and I turn on the headlamps I get a 1-2 second lag from the time I turn the switch on until the time the headlamps illuminate. This occurs only during cold weather.

Anybody got a clue what could be happening?
