Usually, but the relationship is not always direct. I sometimes have a chuckle over the people fussing about small tire size differences and speedo accuracy, as I have seldom found them to be precise even with the "right" tires. You can check your speedo with a timer against the mileage posts, or (my favorite) use a GPS.
