Be sure that your O2 sensor is good. The cat + O2 sensor work in accordance with each other. also check your timing, which will have an effect on NOX.

My recent experience with my '88 240DL, 528,000 miles was a gross poluter on a pre-test. I got a new cat, O2 sensor and set the timing to 10 degrees. It passed with flying colors. In fact, my 25mph NOX was so low the tech didn't believe it at first.
