Q's for tank removal

I have to service my in-tank fuel filter and pump.Should I drop my tank, or is it possible to do repair w/o. what possible things would i need to replace and should I count on replacing all hose connections,gaskets etc.Is there a IPD tool available,or can I make one to remove the top opening on the tank?thank you
