probably the dial is a fuel pressure regulator as mentioned. converting to carbs requires going to a mechanical fuel pump running off the cam. aftermarket pumps consistenty put out too much pressure for the SU's to behave normally.

when i run 2.5psi the car dies out like you describe. at 3, it floods the bowls. if you find yourself in that situation, you can adjust the float bowl level and hopefully overcome it.
