A strong cleaner and an old toothbrush. I've heard good things about Castrol Super Clean, but haven't tried it myself. Simple Green and Spray Nine are a couple of other possibilities. Most wheel cleaners are too harsh. If it says its safe for clearcoated wheels it MIGHT be OK.

A completely different approach is to get rid of the "rubber hubcaps" and paint the wheels silver. I did this on an 89 745 after a couple of the clips got broken and the wheel covers became prone to falling off. It looked a lot better than three hubcaps and one black wheel.
