Presuming standard wiring, Black wire supplies battery power from term 30 of IGN sw (44) to input term 30 of light switch (43). This wire goes on to supply the "Relay for Headlight SignalLing"(8), by way of Fuse 4, which you say is working. This suggests a problem with either the headlight switch or the Hi/Lo Beam foot switch (17). Do your instrument lights work when pulling ON light switch?
