If you have a DVM or Analog electrical meter, turn the key to Key Position II (2) and then look for +12VDC across the negative and positive starter terminals. If you have the +12VDC then you have a starter with a dead spot in the armature or maybe even a loose connection on the leads to the starter or to ground.
Use your meter to check for the +12 VDC - that is where I would start given the info you have already supplied to us.
If you DO NOT have the +12VDC then you have a wiring problem or a bad ground somewhere.
Then shut off the key at the ignition. Then see below:
Use the OHMs scale and measure the resistance from the negative lead to ground to make sure you have a secure connection. Then measure the POSITIVE lead to the POSITIVE Battery terminal and take a resistance reading.
Record the resistance readings.
