780 Turbo Cruise Control Problems

Just installed another lamp out sensor module ... and STILL no luck ....

On the cruise control module itself, we have power on pins 1 and 5. 5 being the orange wire from the speed pickup on the back of the speedometer. We have NO power on pins 7,4 and 9. We are beginning to think that someone got into the fuse and relay panel and cut something necessary. Contacts 7,4 and 9 all go to the vacuum pump under the hood. Looks to me as two different voltages of feed to the vacuum pump and a return to the module. Contacts 6 and 2 come from the column switch unit and check out all OK. It seems we have power going into the module but none coming out. We have compared it terminal to terminal to a working cruise unit on a 740 wagon. We have tried 3 different Cruise control modules, 3 different speedometer heads and 2 different bulb failure warning sensors, and still no joy in Mudville. Any other suggestions ? We're stumped!!
