I have seen that problem referred to as the "horny wiper" syndrome. It's likely caused by a poor ground between the steering column and the car chassis When you hit the horn it causes electrical feedback through other column-mounted accessaries - in most cases the rear wiper.
Try replacing the two bolts that anchor the column-to-dash structure. You need to remove the knee bolster to access them. If your 1985 used snap head bolts, you may have to drill them out. Replace one at a time so that whatever they screw into on the top on the column won't fall out of location.
Does your steering wheel currently have some side-to-side play?
