Do you have a fuel pressure regulator in line? that could cause an issue. they are generally only used with later model pumps that put out too much fuel for the carbs. Also those are usually installed between the pump and carbs. So I'd say it's unlikely.
If you had a later model volvo, I'd guess that your fuel filter was clogged up.
If your lines and filter and carbs *and* pump is good, my only thought would be some sort of vacuum pressure in your tank. Can the tank "breathe"?
Still, my gut tells me it's your pump in some way...
