Part 2:

Pull off both battery cables (This is where I love the lttle gear wrench
with the short 10MM plugin socket)

Check the solenoid with your ohm meter
Pin 50 where the Blue green goes to ground
see if you show some low reading, several ohms or so.
If that critter is open, get a new starter.
