An Age Old Question... 140-160 1970

The 43mm offset was, for some reason, used on 75 models only. 71-74 164 wheels were 5.5 inches wide, 1/2" more than those of a 140, but otherwise identical. These wheels were also found on the 1800ES. I'm not sure about the width of the early wheels with the oval holes (as used in 1970) but suspect the situation with those was similar.

I would probably go with 2/7/9 wheels of some kind if I were upgrading your car. FWD wheels could be used but would require spacers. Note that later 960s (95+, I think) use the FWD offset. I've seen Virgos on a 164. They look great (as they do on any Volvo) and are an inch wider than the stock 71-74 steel wheels, two inches or more wider than the early ones.
