It's relatively common, based on my findings in the local PYP yard, for older turbos to have bad compressor bypass valves. This can reduce the max boost and also allow it to drop quickly. If your rubber intake hoses are oily then the CBV is probably bad. You can check it by manually depressing the valve and plugging the vacuum line fitting with your finger. If the valve quickly closes then it's bad.
