To find out the answer, hold a magnet up to the possibly stainless pipe. Stainless is part steel and part nickel. The greater the portion of nickel, the less the magnet is attracted to the exhaust pipe. Compare to the body panel. Then put a metal cutting blade on a grinder and cut those bolts.
