B20F Vac. Hose ?

Yes, it is difficult to see much in that picture. I found it in the emissions manual on K-jet.org. Go check it out there, much easier to see.

In the top illustration the nipple is tee'd into the main crankcase vent hose (PCV). At the bottom is the explanation of the nipple, to regulate vent flow.

Can't help but wonder if calibrating nipples is fun...
