...while you're under the hood, check the three hoses connecting the cooling system to valve and heater core...if the valve was leaking, it may have been bypassed or turned OFF altogether by a valve added in the path (summer setting), and this would certainly explain no-flow through HC.

Also feel them after T-stat opens and HC valve is set to full warm...are they hot themselves?
