240 No Start problem narrowed down (I think)....Please HELP. 200

I would check the 25 amp fuse.. That's the begining of teh Power through the Relay.

It could have a crappy connection so the Fuel Pump Motor wont immediatly turn.

Start there, It couldn't hurt to open the Relay and reflow the solder on the circuit board.
