Um...when exactly does it snow in San Diego County? I think the answer to that question also solves the "weird" aspect. It's bad enough in Maryland, where 1/4" brings traffic to 25 mph on the DC Beltway (except, of course, for the SUV's losing it at 70 and nailing the Jersey barriers.)
