The code 2-3-2 along with the fast idle while the ECU is adapting indicates an air leak. This goes along with rough idle that you report. Once the ECU has adapted, the RPM is much closer to normal, as reported by you. This is a strong indication that the system is working as designed.

While a component failure is not out of the question, I would be looking for a vacuum leak. Listen closely under the hood for whistling or hissing, your ears might lead you right to the culprit.

If your ears fail you, use your eyes. Follow every inch of the intake system back from air filter. Inspect all the vacuum lines, tees, and connections. Remove lines to get a look at the side hidden from view. Since all those vacuum lines are most likely coming up on their 18th birthday, I would replace them just as a matter of maintenance. Use a utility knife to remove the old lines. Have some tee fittings on hand too, you might need one or more.

Once you've renewed the vacuum lines, reset the ECU. Do you still have the problem? If so, you will need to use carb cleaner or propane or WD-40 (what a mess) or whatever means you have to find the leak.

The fact that the car runs "good enough" is an indication of how well the system is compensating for unmetered air. Find that leak and it will run like new.
