Headlight flicker S90-V90 1997

My 97 S90 headlights have started flickering at night when I use the turn signals to change lanes or tap the brake. It happens fairly consistently on the interstate and around town. It seems to be running fine and no dash lights. I don't notice any flicker with the dash lights. Any ideas?
