my brother,[whose pv544 was my first volvo,]used to cut out any rusted area &then drill holes out about 4-5"in a wide pattern about an inch apart,,grind &rough up all the area,&cover with several sheets of fiberglass.it hardens really well,stiffens up the area.Boat stores sell it or you may find it online,
