One "semi-quick" method of narrowing the possible problem areas would be to run hot wires straight from the battery + terminal to each pump. At least then if the engine starts you know in what direction to focus your attention (which it sounds like maybe you already are). Keep in mind it could be the grounding points AT one or both pumps, but I believe that would be somewhere down the list of likely culprits. A good schematic and a systematic approach of jumpering possible problem areas should allow you to hone in on the fix.
