So far I haven't been in your situation with my 940, but coming from 240s where it was so easy to diddle with the fuel relay, I gained a lot of comfort by bringing my Fuel relay out where it's convenient.
The 700/900 fuses don't lend themselves to jumpering tricks like the 240 ones, so I'm going to suggest something with the relay itself. I haven't tried this, but from the diagrams it looks doable. If the System relay half is working (as it almost always is), you can remove the cover and jam the Fuel relay armature closed with a folded match cover or similar.
EDIT: [Maybe draw some card stock between the contacts to clean them too.)
That would run the pumps immediately, as soon as you reinserted the relay. So for a little control, remove fuse 1 before you put the relay back in placeāthe reinsert Fuse 1 when you're ready to try starting with the key.
If that System relay is working (you should hear it as soon as the key is turned on), it will power the ECU, AMM, RSR, etc. while the jammed on Fuel relay powers the pump and O2 sensor heater.
