front bumper adjustment??? 444-544

Maybe he didn't loosen ALL the bolts, or maybe he didn't loosen them enough.
Also maybe the brackets themselves are bent. They can be straightened but you
have to take them off. Sometimes shimming with big washers will help also.
Is it possible someone tried to use a bumper jack on it?
