In other words, is it possible for the first 1/2" of the choke knob to increase the idle speed without enrichening the mixture?

Yes, and that is the correct operation of the choke. Both carbs should have a screw to set the fast idle. It sounds like yours might be missing. See the photo at the SWEM web site:
