i keep going through the wiring and it all looks okay. i had a decent volvo mechanic go through it and he also thought it was ok. the vaccuum lines are okay and as turning it off and on corrects it, i don't think its a vaccuum leak.

i changed the ecu today and the new one works so we'll see if this takes care of it.
