2-3-1 code, hesitation at stop signs 200 1992

Hello. I am having a hesitation problems with my 92 240 sedan. I thought that it might be the o2 sensor because the problem went away when I unplugged the the wires and drove the vehicle (my mechanic said that this will ruin the convertor), so I replaced the o2 sensor and there is still a slight hesitation when I am accelerating from a stop sign, usually only about a second, this is better than it was before but it is still happening. The old o2 sensor was black and very difficult to remove because it was so old. I have tested to MAF sensor and this seems okay, the fuel pressure regulator has been replaced, the idle control valve is new, the check engine light is no longer on but I am still having the code of 2-3-1. I don't see any loose wires, the hoses all seem to be okay, the fuel pump relay is clicking and I can hear the pumps working. Right now this is the only problem but it is very irritating, especially since I have put a lot of money into this car already for other things (oil leaks, transimssion leaks, rotors, etc.). Could this be a bad a fuel filter, cat. converter, radio suppression relay, distributor cap, spark plugs? I don't want to keep putting parts on this car if they don't need to be replaced. The idle seems really low too, if that helps in the diagnosis. The car has 196K miles but is in good shape and I would like to keep it. Thanks for any help, Jay.
