1992 740 Wagon, failed emissions testing question

My 92 volvo 740 automatic just failed emissions testing. Readings as follows,
HC Limit 130, showed 74 Pass, CO Limit 0.70, showed 0.45 Pass, but NOx limit 1522, showed 2130 FAILED. I am not emissions expert, weekend mechanic, where would be the cheapest and first places to look to correct the problem, if i am doing it myself? The car has 203,000 Miles, I did replace catalytic converter last year by the way. Thanks a bunch!!
